Licensing will be the biggest influence on what HBO's offering will ultimately look like. Right now, HBO GO makes available--to authenticated, current subscribers--any content that HBO has obtained a license to carry via the TV Everywhere-type service. Non-authenticated subscribers have access to programming previews, authorized clips, and a few other promotional items only. In order to make licensed content from HBO's linear TV service (the shows available via a cable + HBO subscription) available on HBO GO, HBO had to get permission from the content's owners specifically for HBO GO.

Its standalone service will also require specific licensing agreements. Of course, HBO's own library of content (like Band of Brothers and The Sopranos) would be available on the service. But other content owners (i.e., movie studios, production or distribution groups) may balk at allowing their movies and TV series to be shown only online. HBO will likely have to negotiate different fees or provide other considerations in order to license content for its standalone service. For that reason, subscribers to HBO standalone may see less content, or different content, than they would see on either HBO GO or linear HBO.
